Building Trust at the Frontier

A robust AI testing and evaluation (T&E) ecosystem is necessary for the United States to build trust and manage the risks of frontier AI models. This ecosystem requires a multi-stage approach, as a single point-in-time assessment is insufficient. The proposed framework includes four distinct phases: R&D testing by labs, pre-release model testing by the government, pre-deployment system testing by deploying entities, and continuous post-deployment monitoring. This layered process ensures that models are assessed throughout their lifecycle, from development to real-world application, allowing for a comprehensive understanding of their capabilities and potential vulnerabilities.
