🤗 Kernels: Major Updates

Hugging Face has introduced major updates to its Kernels project, which standardizes how custom compute kernels are packaged and distributed. A new 'kernel' repository type has been added to the Hub, enhancing discoverability and providing detailed compute-specific information. Security is significantly improved through the introduction of trusted publishers and code signing with Sigstore to prevent malicious code execution. The command-line interfaces have been revamped for better separation of concerns, and support has been expanded to include the Torch Stable ABI and Apache TVM FFI.
