Setting the Global AI Standard: Our Response to the American AI Exports Program

The United States has a critical but narrow window to establish global leadership in artificial intelligence against competitors like China. To support this, Scale AI has responded to the U.S. Department of Commerce's proposed "American AI Exports Program," arguing that exporting the American AI tech stack is a strategic imperative for economic and national security. The response defines the complete AI tech stack as comprising four key components: compute, data, models, and applications. It emphasizes that leadership requires dominance across this entire stack and includes recommendations for flexible partnerships and establishing global technical standards.
