Why Streaming Requires Something New

Runway has developed a synchronous moderation system to address the safety challenges of real-time generative video. This system scans streaming video frames for harmful content, halting the generation in under half a second if a violation is detected. To achieve this speed, it uses the CoPE-B model, a fast LoRA adapter built on a Mixture-of-Experts architecture. This real-time moderation is an additional layer on top of existing defenses like input scanning, model-level safeguards, and red teaming. The overall goal is to minimize harm while enabling creativity, with all generated content including C2PA provenance signals for transparency.
